Taxes are not a solution

Earlier this year, the State of Illinois raised their cigarette taxes to cover a major budget gap

How is that working?  Not so well, as many people could have told Governor Pat Quinn (and did tell him, in fact): people are voting with their feet, and the street gangs are involved, because it's an easy, major source of income. 

And the State of Illinois isn't getting that extra "income".  Because people want to keep theirs.
