At the same time Obama was preparing to give his nomination acceptance speech, the Department of Health & Human Services (who works for the President) were already implementing such a program.

As the author notes, the voucher idea is a good one. But not only is there a difference between Ryan's proposal and what Obama is implementing, this looks to be shameless manipulation on the part of the Obama Administration. Obama probably just wanted to grab the idea for his own....and didn't have the backbone to tell his base constituency.
